Workflow
- When a message is deleted or edited, the handler records author, channel, content, and attachment URLs when available.
- Staff run the configured command to fetch the latest matching record.
- The bot formats the stored record for moderator review.
- Older cache entries are eventually replaced according to the configured cache behavior.
Expected Discord Behavior
- The bot should respond only in channels where it has the needed view, send, embed, attach, or role-management permissions.
- User-facing messages come from the language config when one exists.
- Staff-only actions should be protected by the plugin permission settings and AthenaBot role permissions.
