Social Actions

Social Actions adds 23 slash commands for actions such as hugging, kissing, slapping, waving, and booping another member. Each response includes a Nekos.best GIF, a saved interaction counter, and optional buttons that let the target respond or reject the action.

Restored GIF responses after Nekos.best changed its request requirements.
Added a 10-second API timeout and response validation.
