Workflow
- When a ticket opens, the handler checks the ticket category type/index and chooses the matching role.
- If the user still has at least one qualifying open ticket, the role remains assigned.
- When all qualifying tickets close, periodic or manual sync removes the role.
- Blacklists are applied before role assignment; whitelists restrict assignment to only the listed ticket groups.
Expected Discord Behavior
- The bot should respond only in channels where it has the needed view, send, embed, attach, or role-management permissions.
- User-facing messages come from the language config when one exists.
- Staff-only actions should be protected by the plugin permission settings and AthenaBot role permissions.
